The four smaller snowflakes are traditional dies. The three larger snowflakes are partial pop-ups that aren't meant to be cut away from the paper. Instead, you can insert your entire card or gift tag into the die-cutting machine, along with the die, and what comes out is a card or tag featuring a snowflake with pop-up elements.
